Personality:
At first glance, Proteus comes off as rather even-tempered and charismatic. He's a socialite and negotiator at core, and a good one at that, enough to have had the entire pre-war Cybertronian Government and its Security forces in his pocket. His composure and temper are always in control, it'd make sense that he'd been tasked with diplomatic missions off-world such as making first contact with the Povians. He can be an enjoyable presence around friends and people he likes, but it's hardly what lies underneath the surface.
Proteus only applies dabs of emotion where needed, and it's all rather carefully considered and scripted. Even when angrily confronted about matters that were supposed to be kept secret, he remains composed and with a response prepared.The only time he'd been shown to express more impassioned emotion was during speeches or when giving an order to one of the lower class citizens of his society. In truth, it is most likely shallow emotion and merely an attempt to evoke the appropriate response out of his audience. There's no nice way of saying it - he's a manipulative asshole.
While most of the Senate on Cybertron consisted of detached aristocrats, Proteus took taking advantage of his fellow Cybertronian to the next level. He had a wicked cunning and deceptive intelligence that effectively kept him in charge of Cybertron for several million years while he assumed office. This was entirely though back door plotting and dirty politicking that eventually allowed even their leader Nominus Prime to be expendable. Proteus isn't beyond using his colleagues as pawns, having orchestrated the murder of two Senators to make himself look trustworthy (conveniently, both of them had had opposing views to his own).
The motivation behind all this is an insatiable greed and lust for control. Even when he had the entire Senate under his influence, it wasn't enough. Being at the top of an incredibly segregated Cybertronian society he helped create and effectively being able to pull the strings behind the Prime in charge couldn't satisfy his ambitions.Once he is given some control over something, he's going to seek more and more of it. It's almost a voracious competitiveness to stay on the very top.
Aside from being a greedy bag of dicks, Proteus really hates it when he loses control of something. Enough where the controlled composure seems to break, and he allows petty feelings to cloud his judgement. When a fellow Senator had helped foil an important plot of his, he had them lobotomized and mutilated - purely out of spite. He really doesn't appreciate thorns in his side, and while he may outwardly tolerate them, he'll be plotting their demise underhandedly. He also has a massive ego (and no one was surprised) that may occasionally get in the way of his social cunning and cause him to lose control of himself.
His attitude is not entirely unexpected when considering the role of Senators on Cybertron in the distant past. In a rather oppressive caste system, the members of the Senate were at the very top, being given the freedoms and opportunities most often denied those in the lower castes. They were treated more like royalty than public servants, and it would only be natural for someone like Proteus to develop a sense of entitlement and superiority regarding himself in relation to other Cybertronians.
That said, he's an excellent liar and can put on a convincing air of earnestness that would throw off someone who is unaware of his deceptive nature - even if it seems outrageous when being viewed objectively. Proteus all in all, is an opportunist that cares about keeping himself at the top, and will back whatever is currently in his best interest, even if he knows what he's saying is completely false.
It's important to note that, despite his flaws, Proteus isn't inherently malicious, he's simply self-serving to an incredibly harmful degree. He won't go out of his way to harm someone who isn't obstructing his way, and probably couldn't kill someone with his own hands unless it was a desperate matter of survival. It also wouldn't be outrageous to partner up with former enemies if it served his interest despite his ego. However, he'd have a hard time empathizing with someone who was indirectly hurt by his actions and he wouldn't regret doing it in the first place.
